Administration post: Bursar

IBI is seeking to appoint a part-time Bursar (15-18 hours per week with some flexibility regarding workdays) who will operate the financial systems and maintain the accounts for IBI. As a charitable company, IBI must comply with certain legal, employment, charity, accounting and other requirements and regulations. The successful candidate will maintain the financial accounts in line with best practices and current regulations. They will be able to build good working relationships with students, staff, supporters and others. The successful candidate must confirm they agree with IBI’s Doctrinal Statement and the aims and ethos of IBI.

Essential requirements

Practical experience

The ideal candidate will have:

● Proven ability to maintain finance records.

● Experience in maintaining accounts to trial balance stage.

● Ability to operate a payroll system and payments.

● Ability to prepare and file VAT returns.

● Experience in purchasing and maintaining a purchases ledger.

● Proficient IT skills, particularly in accounting software, Microsoft Word and Excel

● Good communication skills.

Qualification

● Accounting technician qualification or similar.

Practical experience

● QuickBooks accounting application and /or payroll application.

● Ability to operate a payroll system and payments.

● Governance and compliance in the non-profit/charity sector.

● Human resources.

● Fundraising.

Personal attributes

● Ability to help in supporting students.

Accountable to: the Principal

The job will require the Bursar to engage regularly with the office manager and report to them on day-to-day operations, reports, processes and other aspects of the job as

required.

Salary: IBI Admin scale, which is €33,00 to €35,000, subject to negotiation, applied proportionally to part-time days.

Bursar: Areas of responsibility

The following are general indicators of the areas of responsibility for this role.

Financial

● Prepare accounts for the trial balance stage and prepare regular financial reports for management and the Board.

● Liaise with auditors and the audit committee.

● Process day-to-day financial transactions.

● Maintain and reconcile nominal ledger, purchases ledger and bank accounts.

● Operate the payroll function.

● Maintain donor records and administer the charity tax reclaim scheme.

● Handle all financial issues with students: issue fee invoices, bursaries, fee receipts, and outstanding balances.

● Purchasing of supplies, and identifying opportunities to improve value for money.

● Analyse and report on financial and donor data as required.

● Prepare the annual budget with the Principal.

● Ensure compliance with IBI’s Financial Procedures.

● Make lodgements to the bank.

● Joining, where appropriate, any professional bodies as required.

● Work with the office manager regarding the finances of property/room rentals.

Compliance

● Be involved in maintaining, reviewing and enacting IBI’s policy framework.

IBI staff team

● Maintain and reconcile the records of staff annual leave, sick leave and maternity leave.
